This PR is designed to improve upon the sparta rework:

  • the champion train time penalty is removed for p1 and p2.

  • The champion movement speed upgrade is moved to p1 and is cheaper.

  • The syssition building is cheaper, 200s 200m -> 150s 150m.

  • Neodamodes train time increased from 10s to 12s to avoid ultra spam when coupled with agis.
