Ok, with this Pull request, I adjust the ships fighting as follows:
Generally speaking:
Ship pop cost 2 - 1, Siege ships are still 3 pop.
Arrow ships are expensive, but general purpose ship. Particularly good vs fireships.
Fire ships can always do a fire attack vs 1 unit at a time, but can activate a quick countdown to death damage, which is very good against ram ships and buildings.
Ram ships are decent against arrow ships and siege ships mostly but are cost counter to arrow ships (cheaper and trade roughly 1 to 1).
Siege ships are good versus all ships if you can keep them safe.
