Tweak a bit citizen cavalry costs. Follow the same infantry vs cavalry policy as for champs and heros. Motivations are: infantry vs cavalry consistency (from the abstract unit role point of view), preventing some unbalances, enforcing a more realistic infantry vs cavalry ratio in game.
