Stan ae639bb360 Fix lint on the CI.
- Add a new CI docker file
- Fix a typo for checkrefs (Refs https://code.wildfiregames.com/D5266)
- Switch to Clang8
- Unify pipeline reset in a function
- Update the image building pipeline
