Cavalry blacksmith techs moved from City to Town.

Trying to give the female citizen the order_build soundgroup, but it
doesn't seem to work. The game seems to use order_repair for both
repairing and building. These are two different actions so should
support two different sound groups.

This was SVN commit r13427.
