Matei e4bcc1c6a3 Gameplay fixes:
- Set the default rally point to be right on top of each building
(rather than (0,0)).
- issueCommand used to send 2 copies of a command, which caused for
example units to be trained in twos (it added some entities twice to
msgEntities).

This was SVN commit r4348.
